Isn't it fun. It is an animation generator. I found it through google. It is advertised to be used with myspace, but you just save the file and you can put it anywhere. I had to use the Image URL to get it on the blog. I thought it was fun. I snapped a few shots while she was dancing and it made a cute little animated pic.
I used myspacegens.com because they didn't require you to download any software, and you could change the image size and speed. You should try it out.
